Ceiling Insulation Grant

Please login to your utility account and request a "Free Home Energy Audit" under the "Requests" tab to begin. You may also call 850-891-4968 to begin.

Standard Grant: The City will pay 80% of the installed cost, up to a maximum of $400, for all qualified residential customers.

Low-Income Grant: Customers who qualify based on income may receive 100% of the installed cost, up to a maximum of $500.

Who May Participate: Any City of Tallahassee residential electric customer (and some commercial electric customers) with suitable attics. Customers who own or rent their residences or businesses may apply. This grant is available to all City of Tallahassee electric customers in residences that are owned or rented (detached, duplex, triplex, or quadruplex only). Additional requirements apply (see below).

Ceiling Insulation Grant Program

Your energy auditor will calculate the exact job cost, and provide a list of participating insulation contractors who agree to install at that low cost or free amount. 

To qualify for either of the grants above, the total installed cost must be at least $500.

We've raised the insulation target levels:

  • R38 if you heat with a natural gas furnace, oil furnace or electric heat pump. (R38 is about 15 inches of blown white fiberglass or about 10 1/2 inches of loose-fill cellulose insulation)
  • R49 if you heat with a central electric resistance furnace.

Additional Requirements

  • An energy audit is required before installation.
  • Only approved contractors from our list may participate.
  • The grant is not available for new construction but may be applicable for some additions (where whole house performance-based Energy Code compliance is not mandated).
  • The “Applicant” is always the utility account holder; however, the City’s incentive dollars cannot be paid directly to this account holder. Thus, it is referred to as a “grant” rather than a “rebate.” More accurately, it could be termed a “Co-Pay” or “Contribution to Cost” program.
  • An Energy Auditor determines income-based eligibility.
  • If a landlord calls for program participation, arrangements can sometimes be made, provided the landlord informs tenants and grants access as required by the energy auditor.
  • Eligibility for the Standard Grant for currently unoccupied premises (with no active utility account) can be assessed on a case-by-case basis.
  • This program only covers blown fiberglass and loose-fill cellulose insulation materials; it does not accommodate foam, rockwool, rockwool batts, fiberglass batts, or radiant barrier installations.
  • Contractors provide a limited 1-year warranty on a form supplied by the City.
  • The program does not cover insulation removal costs.
  • The City conducts pre-inspections on every job (along with an energy audit).
  • The City will post-inspect some jobs, and will post-inspect every job if specifically requested.
